The Government has announced a pay offer to junior doctors in England arising from negotiations, and an outcome from the DDRB pay review process for 2024/2025.
The offer consists of three components; pay for 2024/25, pay for 2023/2024 and a series of additional measures.
Pay for 2024/2025
- The Government will accept the recommendations of the DDRB medical pay review body.
- Junior doctors will receive an additional 6% uplift plus £1000 consolidated into pay.
- This will be backdated to 1st April 2024 and junior doctors will receive a lump sum to reflect this.
Pay for 2023/2024
- Through negotiations, the offer gives an additional consolidated uplift averaging 4.05% for 2023/24, applied to the 2023/24 pay scales. For those on nodal points 1, 2, 4 and 5 the uplift is 3.71%. For those on nodal point 3, the uplift is 5.05%.
- This would be in addition to the award already made for 2023/24, which increased junior doctor pay by an average of 8.8%. Combined with this new offer, 2023/24 pay scales would be on average 13.2% higher than in 2022/23.
- This would be backdated to 1st April 2023 and junior doctors will receive a lump sum to reflect this.
- For those on 2002 contracts, an uplift of 3.71% will be applied.
- Those on locally employed contracts will receive uplifts in line with the substantive contract that their contract mirrors.
Pay scale
With the uplifts applied, the pay scale on the Junior Doctor 2016 contract from 2024/25 would look as follows:

Additional measures
DDRB terms of reference
The DDRB would be asked to consider the overall reward package and career progression for junior doctors to ensure that medicine is an attractive and rewarding career choice.
Flexible pay premia
The DDRB would have their remit expanded to include uplifting Flexible Pay Premia in line with pay recommendations.
Rotations
A stakeholder group would consider reforms to the current system of training and rotations, seeking to minimise disruption to personal and family life and remove administrative hurdles. The work will also look to address training bottlenecks.
Exception reporting
The provisions for exception reporting would be renegotiated with the aim of an improved, fairer system.
